Paul, do you by any chance have a kind of scale model / projection of the costs involved in running IP allocation and routing the same way as a national telephone system + its numbering is run?  Compare, additionally, the differences in scale between the two.

I dont see the loud claims of digital divide and country rights to self determination dying away too soon, it has all the elements of a turf war where the desire to achieve control takes precedence over logic or any urge to accomplish good governance.  But still, some economic facts might be a good idea.
