Charles Mok is a Research Scholar at Stanford University’s Cyber Policy Center, where he contributes to global digital policy initiatives. He serves on the boards of the Internet Society and the International Centre for Trade Transparency and Monitoring. A former legislator in Hong Kong, Mr Mok represented the Information Technology constituency from 2012 to 2020. His tenure was marked by advocacy for innovation and digital rights. In 2021, he founded Tech for Good Asia, an initiative aimed at fostering socially responsible technology. A pioneering entrepreneur, he co-founded HKNet in 1994—one of Hong Kong’s earliest internet service providers—later acquired by NTT Communications. Mr Mok has also held leadership roles in several digital governance bodies, including the Internet Society Hong Kong and ICANN’s Asia-Pacific regional group. Educated at Purdue University, with degrees in computer and electrical engineering, he continues to shape debates on digital governance, transparency, and the ethical use of emerging technologies.
