This is an interesting read.  However, I am unsure as to the implications, especially point 16.

Is this proposal meant to be in addition to the current IANA ccTLD redelegation procedures or would it replace those procedures?

BTW, AFAIK "A" is no longer "first amongst equals" when it comes to rootzone updates.

Hum… a former and current ICANN bot members seem to have failed to do their homework, esp regarding the recent history of the root nameserver system.  I can recommend they review the meeting minutes of the ICANN meeting that was held in Marina del Rey in 2001… granted, that was a few years back, but the data is still sound regarding the root server system.

Then there are the updates on the root server system provided to the GAC and the public sessions of the ICANN meeting in Rio.  With substantial information available - often from ICANN directly or via the Root Server System Advisory Committee to ICANN - it is amazing to me that ICANN's own Trustees get it wrong.  And no wonder that others are mislead.  If -any- of the WSIS attendees have or gain a truthful understanding of the root system, particularly in this next week, I will pleased.  Is there a need to make this data more publically visable/available?
