I find POST quite enlightening. I find this issue being addressed as very responsible.
However I find it astonishing that ICANN has published no position paper of their own, defining Internet Governance and their perceived role therein.
If they do not know the extent of their mission into the area of governance, all outside opinions are speculative and theoretical.

I note that POST spends little time on the area of everyday practice and does not delve into the founding documents of ICANN to any significant degree.

But, as I say, good job to at least be discussing the issue.

This is insane!  Who or what body ever gave ICANN any rights or powers to judge anything about the internet?  Can I start my own group (let's call it WECANN) and make all the same claims they do.  Oh, might as well make myself and my friends all rich at the same time?  Oh, almost forgot, I'm going to decide what you and everyone else can do on the internet and how you do it.  So funny how easily people are swindled and conned into believing stuff.

I also visited the "official" site of ICANN and was shocked at how little actual information was there.
