Either ISPs will need to keep investing in capacity and architecture improvement inorder to handle the growth or quietly (to avoid user complaints and bad PR) limit bit torrent traffic. Rate limiting is nothing new.
Then again, there are other telcos saying p2p traffic monster is bit overblown. I question their insight. Maybe same guys need to attend peering bofs :-)
