Government sites aren't in .co.uk anyway… that's for companies. .gov.uk is for governmental sites, and there are several other second level domains under .uk such as .org.uk and .me.uk.

Ummm, they can send all the "formal requests" they like, but IIUC, if it ain't on the ISO 3166 list, it's not going in the root (and it's not on the list).
