GNSO Council Review

The ICANN bylaws require a periodic review of ICANN structures and operations; the first of such reviews, that of the Generic Names Supporting Organization Council, is scheduled to be finalized in the next few weeks prior to the start of ICANN's annual meeting. To begin discussion on this topic, I draw your attention to a very thoughtful question posed by Joe Sims during the prior ICANN reform process... more

Languages in the Root: A TLD Launch Strategy Based on ISO 639

TLD registrations in the Internet's root-zone file currently are divided into two broad classifications: generic and country-code top-level domains. With respect to the latter classification, no new "strategy" is required to add further ccTLDs as a relatively well-working process is already in place to integrate the occasional new country-code top-level domain. With one of these two classifications under reasonably sound management, it is therefore perfectly understandable to see that the ICANN organization consequently views its obligation to "Define and implement a predictable strategy for selecting new TLDs" as a mandate "to begin the process of allocating and implementing new gTLDs"... the flaw in this conclusion, however, stems from the presumption that the Internet's taxonomy must necessarily contain only the two above-so-mentioned broad classifications. Several firms that currently offer competing services have signaled (pdf) that they are not in agreement with this assessment. more

ICANN, President Roosevelt And The Thralldom of Names

Former President Theodore Roosevelt is not one whose remarks are usually associated with the domain name industry, but his commentary in 1913 could just as easily have been written today:

"The mob leaders usually state that all that they are doing is necessary in order to advance the cause of 'liberty', while the dictator and the oligarchy are usually defended upon the ground that the course they follow is absolutely necessary so as to secure 'order'. Many excellent people are taken in by the use of the word 'liberty' at the one time, and the use of the word 'order' at the other, and ignore the simple fact that despotism is despotism, tyranny tyranny, oppression oppression, whether committed by one individual or by many individuals, by a state or by a private corporation." more
