First Impression: FCC Rules for the 700MHz Auction

The FCC has issued rules which will govern the auction of valuable radio spectrum which could make a huge difference in the price and quality of communications in America. The glass is definitely half something: I'd say closer to empty than full but there are some things to like and some hope for competition. The decision is a compromise. Republican Chairman Martin was joined by Democrat Commissioners Adelstein and Copps in setting some open access conditions for 22MHz out of the 62MHz which will be auctioned. Republican Commissioner Tate reluctantly went along with these conditions and Republican McDowell voted against them. more

Unlicensed Millimeter Wave Spectrum

I haven't seen it talked about a lot, but the FCC has set aside millimeter wave spectrum that can be used by anybody to provide broadband. That means that entities will be able to use the spectrum in rural America in areas that the big cellphone companies are likely to ignore. The FCC set aside the V band (60 GHz) as unlicensed spectrum. This band provides 14 GHz of contiguous spectrum available for anybody to use. This is an interesting spectrum because it has a few drawbacks. more

On June 5th Elon Musk said SpaceX had nearly 500,000 customers in 32 nations and 9 languages. By now, there must be 500,000 customers, most of whom are in the U. S. and Canada, and their performance is suffering. In the first quarter of this year, OOKLA reported that the median Starlink download speed fell from 104.97 to 99.55 Mbps in the U.S. and from 106.64 to 97.4 Mbps in Canada. more

Canada Leads World With Net Neutrality Regulatory Framework

There is a difference between rhetorical leadership and actually instituting regulations. As the Canadian Radio-television Telecommunications Commission (CRTC) chair Konrad von Finckenstein said on October 21: "Canada is the first country to develop and implement a comprehensive approach to internet traffic management practices." In a regulatory policy decision, the CRTC affirmed that it already has sufficient legislative authority within Canada's Telecom Act to police discriminatory practices by ISPs. China’s 3G License Delay is a Smoke Screen

Last week there was a flurry of stories about China's 3G plans after Jonathan Dharmapalan of Ernest & Young was quoted as saying he expected it to take 12 to 24 months from the start of China's commercial TD-SCDMA trials, i.e. from now, until 3G licenses were issued. But there was little analysis or comment on what's really happening. 3G licenses are a formality. They delay the deployment of 3GSM & CDMA 2000 which could otherwise happen rapidly -- just plug new cards into existing radios and offer established handsets (already being manufactured, in China, for the world market). more
