As an unwavering stalwart of ICANN's obligation to honor its commitments under the bylaws to "operate to the maximum extent feasible in an open and transparent manner" I make it a point to read the minutes of its board and committee meetings in large part because I spent most of my three years on the ICANN Board trying to get these documents timely published. In reviewing the recently published IANA Committee minutes the following item caught my attention. more
On July 25th ICANN announced the publication of the Draft Report of the Independent Review of the Trademark Clearinghouse (TMCH). This study was coordinated for ICANN by the Analysis Group, in conjunction with researchers from the Center for Internet and Society at Stanford as well the University of Pennsylvania's Wharton School... while public comments on the draft report will be accepted through September 3rd, this Report was triggered by GAC concerns expressed before the Applicant Guidebook for the new gTLD program was even completed, and is not the work product of a GNSO-created working group and therefore will not directly result in the establishment of any new ICANN policy. more
Yesterday, the US Senate Committee on Commerce, Science and Transportation held hearings on ICANN's expansion of top level domains. Next week the House Energy and Commerce committee will also conduct their hearings on this same topic. more
Hundreds of country and territory domain names are likely to be finally released this year based on the new resolution that calls for ICANN to take "all steps necessary" to do so. more
The quest for new top-level domains took an important step last spring with 1,930 applications to ICANN. 755 of these applications, from 145 different parties, are under contention. ICANN has encouraged these applicants to resolve the contention among them, and has established a last-resort auction in the event agreements among applicants cannot be reached. Here I describe a private auction model, the Applicant Auction, which is an efficient, fair and transparent approach to resolve contentions. more

Two events that happened last month deserve an additional note. One is the ICANN57 conference held in Hyderabad on November 3-9. The other is the 3rd World Internet Conference Wuzhen Summit held in Zhejiang Province on November 16-18. Though being completely overwhelmed by the result of President election in the United States, both events mark the victory of non-state actors and serve as good news for the community. more
Much has been said about the advice ICANN's Governmental Advisory Committee submitted to the Board of directors at the close of last April's Beijing International Meeting. The recommendations given by governments will probably be the subject of much more discussion in the weeks ahead and the run-up to ICANN's next meeting in Durban (South Africa) in July. Especially now that the comment period opened after Beijing on GAC Advice has closed, and that ICANN has published its summary of the comments received. more
ICANN has now published the results of the auction for .SHOP, an eye-popping $41,501,000. This pushes the ICANN's auction pot over $100 million. That's a lot of money. There are eighteen more name contention sets that are on hold for various reasons, of which a few such as .WEB look likely to generate even more money once the hold issues are resolved. more
When people feel powerless, they sometimes push for change at any price, and in the absence of a guillotine reach for institutions instead. This makes some sense: at worst it feels good, and at best if you believe things can't get any worse, then what's to lose by shaking them up? ... Normally potent members of ICANN's community -- people and entities for whom the sensation of powerlessness is largely unfamiliar -- are nonetheless feeling that way in respect of the Internet Governance Forum (IGF). more
Whoever said there wasn't enough room in Munich this time of year for anything but the mighty Oktoberfest clearly underestimated the draw of the new Top-Level Domain Program and the interest within Europe. The NewDomains.org conference held in Munich over the past two days confirmed three important insights for me; one: there is a large audience of brands and entrepreneurs who still have little awareness about the new Top-Level Domain program; two: those that are aware of the program and would like to participate are seriously behind schedule in preparing their application and strategy to submit to ICANN during the application window from 12 January to 12 April 2012. more
few 'big picture' thoughts on the Netmundial meeting in Brazil this week and its final outcome document, adopted by its high level committee. Overall, there are some truly amazing and forward-looking principles supported in the "Netmundial Multi-Stakeholder Statement" that we as civil society should be proud of, and especially our civil society representatives who worked tirelessly for this achievement. more
