Robert Carolina is a technology lawyer specialising in legal and regulatory issues affecting Internet infrastructure and cybersecurity.

He serves as General Counsel of the Internet Systems Consortium (ISC), the non-profit operator of F-Root, one of twelve organisations responsible for operating the Internet’s root server system, and developer of the widely deployed DNS software BIND.

Robert has more than thirty years of experience advising organisations on technology transactions, regulatory frameworks, and governance issues affecting information and communications systems. Earlier in his career he was a partner at PwC Legal and at Tarlo Lyons, focusing on complex technology sourcing arrangements and the regulatory aspects of information and communications technology.

Within the Internet governance ecosystem, Robert participates in discussions concerning the governance and accountability of the root server system, including through the Root Server System Advisory Committee (RSSAC) and the Root Server System Governance Working Group.

He also teaches the legal and regulatory aspects of cybersecurity at Royal Holloway, University of London, and is the author of the Law and Regulation knowledge area in the UK Cyber Security Body of Knowledge (CyBOK).
