Monika Ermert reporting in the IP Watch: "On the eve of the third internet-related Ministerial Meeting of the Organisation for Economic Development and Cooperation (OECD) starting tomorrow in Cancun, Mexico, the Global Commission on Internet Governance (GCIG) published a think report on 'One Internet.' Calling for a new 'social compact' for the internet, the 140-page report that was fed by 50 research studies has a number of well-known recommendations, some surprisingly technical and some interesting ones." more

The Latin America and Caribbean Domain Name System (LAC DNS) Forum will be held on November 15, 2013 in Buenos Aires, Argentina. This follows on a similar initiative that took place at ICANN 47 in Durban, South Africa. In a letter submitted to ICANN today, the ANA (Association of National Advertisers) has asked the organization to conduct a thorough and proactive review of the new generic Top-Level Domain (gTLD) program. ANA has additionally asked for a broader review of conflicts of interest and ethics policies for the organization "so that ICANN can reclaim its legitimacy as an Internet governance body." more

As Internet authorities prepare to announce that they have handed over all of the available addresses, a USC research group that monitors address usage has completed the latest in its series of Internet censuses. There is some good news, according to computer scientist John Heideman, who heads a team at the USC Viterbi School of Engineering Information Sciences Institute that has just released its results in the form of a detailed outline including a 10-minute video and an interactive web browser that allows users to explore the nooks and crannies of Internet space themselves. more

A new report issued by the Number Resource Organization (NRO) has found that demand for both IPv4 and IPv6 address space is continuing to grow. The Internet Number Resource Status Report for the first quarter of 2010 is based on data collected by the five Regional Internet Registries (RIRs) that oversee the allocation of all Internet number resources, and outlines RIR allocation of IP address space (IPv4 and IPv6), as well as AS number assignments. In the report, the NRO notes that allocations of IPv4 addresses in Q1 have reduced the IANA free pool of IPv4 addresses to 8.5 percent. more
OECD, Organization for Economic Co-Operation and Development, has released a report for policy makers assessing the level of IPv6 deployment around the world. "[T]he timely deployment of IPv6 by network operators and content/application providers is an increasing priority for all Internet stakeholders. In terms of public policy, IPv6 plays an important role in enabling growth of the Internet to support further innovation. In addition, security, interoperability and competition issues are involved with the depletion of IPv4." more
Earlier this year, ICANN began to seriously consider the various effects of adding DNS protocol features and new entries into the Root Zone. With the NTIA announcement that the Root Zone would be signed this year, a root scaling study team was formed to assess the scalability of the processes used to create and publish the Root Zone. Properly considered, this study should have lasted longer than the 120 days -- but the results suggest that scaling up the root zone is not without risk -- and these risks should be considered before "green-lighting" any significant changes to the root zone or its processes. I, for one, would be interested in any comments, observations, etc. (The caveats: This was, by most measures, a rush job. My spin: This is or should be a risk assessment tool.) The American Registry for Internet Numbers (ARIN) has launched a comic book series to further help raise awareness for the adoption of IPv6 and other matters dealt by the organization. The comic books, called "Team ARIN", are fictionalized views of the organization, its processes, and the whole concept of Internet governance. "Though our heroes are fictional, the issues they face are very real," says ARIN. more
