The next Registration Operations Workshop will take place at the start of IETF 93 on Sunday, July 19th, 2015. The focus of this workshop is on the Registration Data Access Protocol, the successor of Whois. RDAP is a combined protocol for IP addresses and names registration data. Therefore, we are expecting both domain names and RIR communities to attend the workshop. more

Benjamin Franklin once said, "By failing to prepare, you are preparing to fail." As we consider how Internet domain and address registration data is managed and accessed in a post-WHOIS era, and given the long history of failure in addressing the shortcomings of WHOIS, it is extremely important to start preparing now for the eventual replacement of WHOIS. Earlier this month, the Internet Corporation for Assigned Names and Numbers (ICANN) held its 51st public meeting in Los Angeles. Once again, MarkMonitor joined stakeholders from across the globe to discuss issues ranging from government control over the Internet, to key lessons learned thus far from the new gTLD rollout. A major concern about the present WHOIS is the level of data inaccuracy. The Expert Working Group (EWG) on Registration Directory Service (RDS), of which I had the pleasure of being a member, spent considerable time figuring out how to improve WHOIS data accuracy. The EWG in its final report proposed a new system, the RDS, which we believe will significantly address the flaws in the current WHOIS, including the data inaccuracy challenge. more
August 2014 is proving yet again to be an amusing month in the Australian political scene, and in this case the source of the amusement was watching a number of Australian politicians fumble around the topic of digital surveillance and proposed legislation relating to data retention measures. The politicians assured us that the proposed data retention measures were nothing untoward, and all that was being called for was the retention of "metadata" by Australian ISPs for a period of two years. more
ICANN has opened a comment period in relation to whois conflicts with local law / data privacy law. Privacy issues have been important to parts of the ICANN community for many years. I can attest to that fact as a long time veteran of Whois debates as far back as 1998 when I was with the U.S. Federal Trade Commission. However, they have started to receive the general ICANN community visibility only relatively recently. These efforts must continue in order to protect rights, to avoid increasing potential conflicts between ICANN rules and applicable laws, and to generally maintain trust in the Internet as a place to be. more
The leaked Trans Pacific Partnership intellectual property chapter has revealed a number of U.S. proposals including U.S. demands for Internet provider liability that could lead to subscriber termination, content blocking, and ISP monitoring, copyright term extension and anti-counterfeiting provisions. The IETF WEIRDS working group is defining a follow-on to WHOIS. Since this is the IETF, it's working on the technical issues about which it can deal with, not policy which is up to ICANN and the country registries. Somewhat to my surprise, the group is making steady progress. We've agreed that the basic model is RESTful, with queries via http, and responses as JSON data structures. The protocol is named RDAP for Registration Data Access Protocol, or maybe RESTful Data Access protocol. more
ICANN Board of Directors today approved a new Domain Name Registrar Accreditation Agreement (RAA) following over a year of negotiations between ICANN and its Registrar Stakeholders Group - last RAA was approved in 2009. more

The ICANN Board of Directors has directed the Chief Executive Officer to launch a new effort to re-examine the purpose of collecting, maintaining and providing access to generic Top-Level Domain (gTLD) registration data. The move follows the recommendations of a review team that examined implementation of WHOIS data policy. more
