Unlicensed Wireless Broadcasting Spectrum in the USA

New developments that have been announced by the FCC in the United States have rekindled the decade-old debate on the use of the so-called 'white spaces' in broadcast spectrum that are to be used for telecoms purposes. In September 2010, the FCC adopted a Second Memorandum Opinion and Order that updated the rules for unlicensed wireless devices that can operate in broadcast television spectrum at locations where that spectrum is unused by licensed services. This unused TV spectrum is commonly referred to as television 'white spaces'. There is growing interest in the US for the FCC to look at White Space to enable more options for broadband wireless in rural areas. What is White Space? Last weekend, the Sunday NY Times published an article about wireless services that included this description: "In many areas, not all broadcast [television] channels are in use. The unused channels are "white spaces" of high-quality spectrum that could be made available to local Internet service providers. Unlike the much higher frequency of Wi-Fi, television broadcast frequencies can travel for miles and penetrate walls, providing a much broader range for Internet service." White Space for Internet Use Interfering with Wireless Patient Devices?

There is a germ of truth (perhaps a prion-sized germ or maybe just an amino acid) in the idea that transmitters in "white spaces" in the TV band *might* disrupt patient monitoring equipment if designed by a lunatic who believes in sending massive pulses of energy in a whitespace in the TV band (perhaps amplified by a large parabolic dish antenna the size of a trashcan lid or larger, aimed at the patient monitor system. But that risk is completely shared with zillions of other potential radiators of energy in the entire electromagnetic spectrum... GE, of course, owns NBC. FCC Makes Decision on 700 MHz Spectrum

The Federal Communications Commission voted to shake up the wireless market by approving a set of rules for the upcoming auction that would require the winner to make them accessible to any phone, other device or application. Regulators decided today that the winner of the valuable wireless airwaves the U.S. government plans to sell (by early next year) would have to permit consumers to connect using any device or software. more»

Last week's emergency petition by the broadcasters to delay the FCC's Nov. 4 vote is just part of the white spaces atmosphere right now. Ars Technica reports that the mud is really flying -- the broadcasters are accusing proponents of white space use of wanting to kill off television. Quite Period for 700 Mhz Auction Winners Has Ended, What They're Saying

Now that FCC rules prohibiting participants in the 700Mhz auction from commenting have expired, everybody involved in the auction is naturally very chatty. The two biggest winners, AT&T and Verizon, confirmed plans to use the newly acquired spectrum to begin building out LTE infrastructure. Prototype LTE test systems using 4x4 Multiple Input Multiple Output (MIMO) antennas have achieved download speeds faster than 300Mbps, though obviously early telco deployments won't be remotely close to those speeds (probably closer to 10Mbps or so initially). more»

White Spaces News… Interesting First Step

When the U.S. Digital Television Transition (DTV) transition happens in Feb. 2009, channels 2 through 51 will remain allocated for television transmission. Few of the nation's television markets actually use 49 channels. Indeed, most use less than half of that number... Today, with Congress in recess, leaving less room for last-minute-Lucy-with-the-football lobbying gambits, the Federal Communications Commission (FCC) appears to be poised to release a report saying the white spaces can be used without necessarily causing interference to existing broadcasts. The Trouble with White Spaces

Like several other engineers, I'm disturbed by the white spaces debate because it focuses on what I regard as the wrong question. The White Space Coalition argues that showing that a system can be constructed that prevents interference between White Space Devices and television broadcast signals compels the Commission to offer up the White Spaces for unlicensed use. I've been following the "white spaces" for as long as it has been happening -- four, maybe five years -- and I must admit that I am surprised by FCC Chairman Kevin Martin's sudden fondness for them. Carriers Constrain Entrepreneurs

Previously, I've written about how the success of the MVNO (though not without its problems) demonstrates how an Open Access-like business model can work in a wireless context. The underlying carrier, such as Sprint or Verizon, can sell access to its network at wholesale rates to a company like Virgin Mobile, which then markets to consumers. Back in 1999 I wrote a column that envisioned the uses of digital wireless in the home. I compared two nascent, much-touted wireless protocols, Bluetooth and HomeRF. I completely, totally, slippery-dash missed Wi-Fi. There had been a public 802.11 spec since 1997. The first 802.11b devices, which made Wi-Fi popular, burst onto the scene in early 2000, just a few short months after my clueless insights. AT&T's Randall & Stankey: Wireless Data Growth Half The FCC Prediction

40%, not 92%-120%. "Data consumption right now is growing 40% a year," John Stankey of AT&T told investors and his CEO Randall Stephenson confirmed on the investor call. That's far less than the 92% predicted by Cisco's VNI model or the FCC's 120% to 2012 and 90% to 2013 figure in the "spectrum crunch" analysis.
