On October 12, 2023, the 18th Internet Governance Forum (IGF) ended in Kyoto. It was, with more than 9000 registered participants, the largest IGF since its inception in 2006. UN Secretary-General Antonio Guterres and Japan Prime Minister Fumio Kishida opened the five-day meeting. Starlink recently launched a new webpage that advertises the future ability to deliver text, voice, and data to 4G cell phones via satellite. The texting service is supposed to be available in 2024, with voice and data coming in 2025. The service will require a user to have a view of the open sky. more

This month marks the 25th anniversary of the formation of the Internet Corporation for Assigned Names and Numbers (ICANN). A quarter of a century ago, on September 30, 1998, ICANN was officially incorporated as a California non-profit corporation. On 21 August 2023, ICANN org. made its position in relation to the current state of the UN's Global Digital Compact (GDC) clear in a blog post by Sally Costerton (ICANN CEO), John Curran (ARIN), and Paul Wilson (APNIC), entitled "The Global Digital Compact: A Top-down Attempt to Minimize the Role of The Technical Community." The publication strongly criticizes the GDC's attempt at folding the technical community into the civil society umbrella under a "tripartite" approach also involving the private sector and governments, as proposed by the Secretary-General's Envoy on Technology, Amandeep Gill. more
In 2020 a group of book publishers sued the Internet Archive over their Controlled Digital Lending program, which made PDF scans of books and lent them out from the Archive's website. For books still in copyright, the Archive usually limited the number of copies of a book lent to the number of physical copies of the book they had in storage. Several publishers sued with an argument that can be summarized as "that's not how it works." more
In an earlier post, I asked whether electronically steered antennas (ESAs) would replace parabolic antennas in satellite ground stations. I did some research and concluded that it is likely that they will. Next, I discussed the same question with ChatGPT and, while it made several false statements, it made a relevant point that I had overlooked. The relevant addition was positive, but the errors were troublesome, so I decided to try ChatGPT's competitor Google Bard. more

On 24 May, NIST published recommendations that are a key component of the U.S. cybersecurity ecosystem -- known as vulnerability disclosure guidelines. NIST (National Institute of Standards and Technology) is an agency of the Department of Commerce whose mission includes "developing cybersecurity standards, guidelines, best practices, and other resources to meet the needs of U.S. industry, federal agencies and the broader public." more
It is almost 25 years since the Internet was privatized by the U.S. government. ICANN was formed by Esther Dyson and Jon Postel as a California-based non-profit with the responsibility to administer the Internet. However, the U.S. government retained limited control, primarily through the Internet Assigned Numbers Authority (IANA). It was the revelations, in 2013, of highly classified National Security Agency (NSA) documents by Edward Snowden that sparked global concerns over the U.S. dominance of the Internet. more

As many in the ICANN community prepare to depart for the sunny beaches of Cancun, Mexico, it appears the ICANN 76 meeting could be significant when it comes to the long-awaited next application window for gTLDs. It's been over 11 years since applicants were last able to apply for a gTLD (and some of those strings are still launching into the marketplace all these years later), and the community work to review that initial process has never really stopped. more
