Yesterday morning (26-April-2011), in US Bankruptcy Court for the District of Delaware, Judge Kevin Gross signed an order authorizing Nortel's sale of IPv4 addresses to Microsoft. This is an important moment for the Internet community, as it represents the beginning of a new market-based mechanism for the distribution of scarce IPv4 address resources. As the various Regional Internet Registry (RIR) organizations exhaust their supply, traditional "needs-based" distribution will become impossible. more»
The recent tempest in a teacup on ARINs PPML list over the transfer of IP address blocks from Nortel (a company in Chapter 11) to Microsoft has some interesting Internet Governance dimensions that are yet to be discussed. On Wednesday 16 March the Serious Organised Crime Agency organised a meeting in London with the RIPE NCC. For the second time law enforcers from the whole world met with the RIPE NCC and RIPE community representatives to discuss cooperation. RIPE NCC staged several very interesting presentations that showed the LEAs the importance of the work done within RIPE and ARIN, the information RIPE NCC has and the relevance of all this to LEAs. Also issues were addressed that can potentially be harmful to future investigations. more»

APNIC happened to be the first Regional Internet Registry to meet in the IANA post IPv4 era. While discussions and proposals on how to divvy up the last 'slash 8' into tinier blocks are to be expected, it was rather unreal to see the energy spent divining how the RIR's would share IPv4 space that would eventually be returned to IANA and then regurgitated. With measurement networks rapidly evolving up to hundreds of nodes, it becomes more and more challenging to extract useful visualisations from tons of collected data. At the same time, geographical information related to Internet measurements (either known or inferred with state-of-the-art techniques) can be exploited to build tools based on geography as a common knowledge base. We wanted to develop a tool to visualise different classes of geographically annotated Internet data, e.g., topology, address allocation, DNS and economical data. more»
On 24 and 25 February 2011 the European Commission, DG Home Affairs, organised a meeting on cyber crime in cooperation with the US government, Department of Justice, with representatives of the law enforcement community, registries and registrars. The basis of the discussion was the RAA due diligence recommendations (hence: the recommendations) as presented by LEAs in the past years during ICANN meetings. Yesterday, the Asia-Pacific registry got the last two blocks in the central IPv4 pool. The IANA has been sitting on five /8s (one per regional registry), and these will be handed out (along with the fragments from the legacy class B space), one to each registry.
