Over the last year I have become deeply involved in the debate in the USA regarding the future of their telecoms sector, which is proceeding very much along the lines of the trans-sector approach towards infrastructure (using it for other sectors such as healthcare, education, energy), open networks and a separation between infrastructure and applications. While many of the issues are universal it was also interesting to observe the specific elements that make the USA so unique. more
Government are recognising that healthcare is one of the last paper-based sectors of the economy. It has been estimated that, quite apart from the costs involved, this leads to then of thousands of deaths each year. There is no doubt that a fully integrated computerised e-health system will bring with it its own challenges, and will undoubtedly on occasions also deliver its share of problems. But, as has been the case with all other sectors of society and the economy, integrated computerisation in this sector will improve the situation. more
The FCC is seeking public comments to help create a better definition of "broadband". The effort is in relation to its development of a National Broadband Plan by February 2010 as part of the American Recovery and Reinvestment Act. Accurately noting that "broadband can be defined in myriad ways" and "tends to center on download and upload throughput," the FCC seeks a more robust definition. The definition will be part of the governance over those receiving funding for broadband development as part of the Recovery Act. This could get interesting. more
Domain names registered under United Arab Emirates' recently liberalized county code Top-Level Domain (.ae) have attracted such high level speculative interests that red flags have been raised within the country's regulatory agency. Domain names such as 'vip.ae' and 'vips.ae' registered only a little over a year ago are currently receiving multi-million dollar offers according to reports. Abu Dhabi's newspaper, The National, reported last week that the Telecommunications Regulatory Authority (TRA), the .ae administrator, has stated "registering a UAE domain with no intention other than to resell it could hurt the registrants if they are later accused of registering the site in bad faith, something forbidden by its rules." more
US Federal Communications Commission (FCC) Chairman Julius Genachowski today reaffirmed his commitment to network neutrality and said that the FCC will go after anyone who violates its tenets. "One thing I would say so that there is no confusion out there is that this FCC will support net neutrality and will enforce any violation of net neutrality principles," said Genachowski told The Hill newspaper when asked what he could do in his position to keep the Internet fair, free and open to all Americans. more
It looks as if the big boys like AT&T, Verizon and Comcast are passing on the stimulus money. The official reason is that they don't need it, that they enough cash on hand to build out their networks on their own. Fair enough. Perhaps the funding should be reserved for those more in need, those that just need a boost to fund a new business model or expand service. But there are probably other reasons. more
The recent row between Google, Apple and AT&T concerning the removal of Google Voice from the Apple iPhone store highlights the friction existing between network operators and so-called over the top (OTT) application providers. Most observers believe that AT&T initiated the blockade because Google Voice (which offers free or highly discounted calling rates) is a direct threat to AT&Ts call revenue (Google Voice users need only pay AT&T for access to the Internet). more
In January 2009 the US Congress began considering the American Recovery and Reinvestment Bill 2009 aimed at kick-starting an economy in deep recession. The package, passed into law on 17 February, comprised $787 billion of mainly tax cuts, unemployment benefits and spending in education, health care, infrastructure and energy. Included in the fiscal stimulus package was a relatively modest $7.2 billion for broadband and wireless in unserved and underserved areas... more
Philip Corwin of the Internet Commerce Associations reports: "In a stunning rebuke of ICANN's assertion that it had achieved sufficient accountability and professional stature to justify termination of its unique relationship with the U.S. government, the Chairman of the House Committee on Energy and Commerce as well as the Chairman of its Internet Subcommittee, along with eight other Committee members, dispatched a joint letter on August 4th to Commerce Secretary Gary Locke urging that the relationship between ICANN and the U.S. be made permanent and strengthened." more
Australia, New Zealand and the USA have taken international leadership in relation to their approaches to the infrastructure investment their countries are committed to in relation to the multi-billion dollar investment in national broadband and smart grid infrastructure. This is based on open networks, which will allow multiple access to infrastructure that can be used for e-health, smart grids, tele-education, as well as, of course, to telecoms, Internet and entertainment services. more
There is a Dutch website which regularly publishes comments on rulings of the World Intellectual Property Organization (WIPO) Arbitration, Dutch court cases, and similar things. They have a newsletter which reports over the latest cases. It is really meant for people who are into the legal aspects of domain names. In the July "nieuwsbrief" newsletter, there was a remark (in Dutch) about a case that the top level ".nl" suffix to the name should not be considered relevant. more
Google has undertaken a beta-test of a telephony platform that includes the opportunity to route incoming calls to multiple devices and telephone numbers as well as free domestic long distance service. Google offers a service that fits somewhere between computer-to-computer, Internet telephony and Voice over the Internet Protocol telephony with access to and from the public switched telephone network. These service categories present polar opposites for U.S. regulatory purposes... more

On Friday, the decision to deregulate "special access" circuits was upheld. The case had been brought by the Ad Hoc Committee, a long standing body of large business users, one of the main categories of buyers of high capacity leased lines to interconnect business premises. more
The classic view of a wireline or mobile carrier is that it was an "operator", it ran out cables, raised poles, installed switches, constructed central offices and base stations and the like. However, the figures from Nokia Siemens Networks (NSN) show that firm is making 45% of its sales from services, meaning it is constructing and managing networks on behalf of "carriers". NSN is "carrying" a lot of telecoms traffic. This has been accelerated by the global financial crisis... more
