To summarize Yochai's summary: House: $6 Billion, split between Commerce and Agriculture Depts., requires adherence to FCC's Four Internet Principles (the Martin FCC Version); Senate: $9 Billion, via Commerce Department's NTIA, requires less specific "interconnection and nondiscrimination." Well if you've been following tech news today, you probably already know -- after month (years, really) of work, the MeasurementLab.net (M-Lab) initiative has now officially launched. Given how many people have been working on this project, I'm amazed it didn't leak. Having just launched, I've been stunned by the immediate outpouring of interest — not only did it peg our servers, taking a couple of the research tools momentarily offline, but my inbox has been entirely flooded by correspondences. more
Announced today, Google Inc. along with the New America Foundation's Open Technology Institute, PlanetLab Consortium, and academic researchers are launching a new initiative called Measurement Lab, or M-Lab. According to Google's announcement, M-Lab is an open, distributed server platform for researchers to deploy Internet measurement tools. "The goal of M-Lab is to advance network research and empower the public with useful information about their broadband connections. By enhancing Internet transparency, M-Lab helps sustain a healthy, innovative Internet." more
We need a positive strategy for assuring connectivity. Instead of trying to fix telecom we should be working to take advantage of what we have and build vital, even if mundane applications like telemedicine and broaden our access to information while empowering communities. By realizing the value in our existing infrastructure and encouraging the creativity we can provide immediate benefits to our economy and our safety. In his last meeting today, Federal Communication Commission (FCC) chairman Kevin J. Martin, announced that he will be leaving the commission and will not be staying in the Obama administration. While the chairman had previously declined commenting on his future plans, the departure did not come unexpected. In the statement after announcing his departure at the FCC meeting, Martin also mentioned that he would depart Jan. 20 to become a Senior Fellow at the Aspen Institute in Washington, D.C. This announcement follows reports that President-elect Barack Obama will nominate Julius Genachowski to be the next FCC chairman. more

Apple Computer has received high praise for the diversity of applications available for the iPhone. The company shows great willingness to accept third party software innovations. But Apple also solely decides whether to accept and make available any application. Rejected software vendors for the most part do not exist if they do not have shelf space at the Apple store. more
Virgin Media announced its intention of restricting BitTorrent traffic on its new 50Mbps service according to an article by Chris Williams in The Register. Does this mean that net neutrality is endangered in the UK? The question is important because advocates of an open Internet like me hold the UK up as a positive example of net neutrality achieved through competition rather than through regulation. more
The Denver Post today urged a new FCC to get its mind off of "buttocks" and onto more serious issues like Net Neutrality. The editorial board was referring to a case now before the U.S. Court of Appeals, in which the agency's top legal minds are trying to determine the appropriate definition for the human posterior to better guide efforts to fine ABC for a few errant cheeks featured on a 2003 episode of NYPD Blue. more

Like several other engineers, I'm disturbed by the white spaces debate because it focuses on what I regard as the wrong question. The White Space Coalition argues that showing that a system can be constructed that prevents interference between White Space Devices and television broadcast signals compels the Commission to offer up the White Spaces for unlicensed use. This is far from obvious. more
Vint Cerf, Google’s Chief Internet Evangelist who is also credited as the co-founder of the Internet, has endorsed U.S. presidential candidate Barack Obama in a YouTube video submitted to AVoteForScience channel.
