A United Nations task force recently held a two-day workshop on the question of who governs the Internet. U.N. Secretary General Kofi Annan challenged those of us present to ensure that the Internet and the World Wide Web support "the cause of human development."
Following in the long-standing tradition of skepticism about governments in the Internet community, some in the technical community and the Internet's chattering classes view the concerns expressed by the United Nations and countries such as Brazil, India and others, as a threat to the operation of the Internet itself. I am at the ICANN meeting in Rome. The big story here is that ICANN is under attack for not sticking to its narrow mission -- technical coordination of the DNS and IP numbering system. People here are referring obliquely to the VeriSign lawsuit as "recent events" (as in "in light of recent events"). This euphemism reminds me of words used to reference the US Civil War ("the late unpleasantness"). more»
The At Large Advisory Committee (ALAC) has released this statement about the results of the World Summit on Information Society (WSIS). It is circulated for public comment, in view of subsequent statements to be released in the next months. At the World Summit on the Information Society held on December 10 to 12 in Geneva, the member states of the United Nations adopted the Declaration of Principles and the Plan of Action that include specific language on the issue of "Internet Governance". ICANN's At Large Advisory Committee welcomes the fact that these statements clearly recognize the role of civil society as a full participant in the international management of the Internet, and bring attention to the need for a deep involvement of individual users into its governance. more»
In December 2003, the testing phase of Multilingual domains also known as Internationalized Domain Names (IDN), went live with the addition of over 350,000 multilingual domains to the .com and .net registries. As of 1st January 2004, the .com registry contained 300,409 IDN's, whereas the .net registry had 79,630 IDN's, representing around 1.25% of the total .com and .net domains. Until a few weeks ago, almost everyone in the Internet governance circus seemed to ignore the very existence of WSIS. After it popped up on international newspapers, however, things have been changing; and suddenly, I have started noticing plenty of negative reactions, on the lines of "we don't need WSIS, we don't need the UN, we don't need governments, we don't need internationalization - just go away from our network". However, I often find that these reactions are based on fundamental misunderstandings of the issues at stake; so please let me offer a different perspective. more»

Two things are important to stress. First, nothing was decided in this meeting, and no actions will be taken until the next meeting in 2005. Secondly, and more importantly, as with anything the devil is in the details. Given the vagueness of the documents available, there are few reliable conclusions that can be drawn from the summit...Before any judgments can be made about the effectiveness, or feasibility of the ideas outlined in the Plan of Action more concrete information is needed. The details of these plans are currently unknown to the Internet community at large, and may even be unknown to the members of the WSIS. Based on the information that is available it appears the Plan of Action needs to be thought through a little more thoroughly. more»
The Internet Corporation for Assigned Names and Numbers (ICANN) recently launched organizing of the individual Internet user community (At-Large) for increasing global participation and representation in ICANN. Under a framework approved by ICANN's Board of Directors, local and regional groups may now form in Latin America to involve their members in critical issues that effect their use of the Internet's domain name system. more»
