For the past several months, there has been much discussion within the ICANN community about something called "PDP 3.0". This has been raised in a number of different contexts including as part of ICANN's new governance review. But what exactly is PDP 3.0? And, will it save ICANN's multi-stakeholder governance model? I believe that if we are to save the multi-stakeholder model then now is the time to address the big issues not just the low hanging fruit on the surface - a new approach to achieving consensus across parties with widely differing views is needed. more
T-Mobile filed a petition today making it clear that the FCC's commercial reasonableness standard is a failure. Anyone following net neutrality knows that the FCC is proposing to authorize discrimination and pay-for-priority deals known as fast lanes. The FCC is claiming we need not worry, however, because the FCC can make sure that entrepreneurs and users face only "commercially reasonable" discrimination. more
There's been some good discussion here about possible policy changes which Canadian Internet Registration Authority (CIRA) could consider. But there's more to the CIRA Board election which is underway than simply arguing about whether a PO Box satisfies a "presence" requirement. CIRA's done pretty well over the past decade, but it's not perfect. As a candidate for re-election to the CIRA Board (and currently Vice-Chair) here are some of my own personal thoughts regarding ways in which CIRA might improve. The ICANN community is currently in full congratulatory mode because the team responsible for the delivery of the Phase 1 Final Report of the Expedited Policy Development Process on gTLD Registry Data (EPDP) has managed to do so in a record-breaking seven months. The GNSO Council approved the Final Report in a special meeting on 4 March 2019, and the report will now be sent to the ICANN Board for consideration and hopefully adoption. more
In a post today, ICANN's CEO, Fadi Chehadé, has announced the creation of a new division within ICANN, called Generic Domains Division, in order "to handle the tremendous increase in scale resulting from the New gTLD Program." Akram Atallah, who is currently the Chief Operating Officer (COO), will become divisional President of the Generic Domains Division that will include gTLD Operations, DNS Industry Engagement, and Online Community Services. more
CENTR is the Council of European National Top Level Domain Registries, gathering more than 50 registries such as DENIC for Germany (.de), Nominet for the United Kingdom (.uk) or Switch for Switzerland (.ch). The election took place during CENTR's General Assembly held in Warsaw on February 25 and 26. Mathieu Weill, AFNIC's CEO, replaces Andrzej Bartosiewicz, from the Polish registry, NASK, whose term was coming to an end. more
When the UK announced its intention to withdraw from the European Union it was clear to some of us that this would cause complications with .eu and possibly other domain name extensions. Over the past year, it's become clear that the European Commission, who mandate the .eu domain name policy, weren't interested in providing a "soft landing" for impacted registrants of .eu domain names. more
