Contributing to international telecommunications standards, not in the IETF but in a more august and imposing body, the ITU-T, part of the United Nations, was quite an experience. Still called CCITT in those days, it was formal and solemn; everybody was part of and sat with their national delegation, countries were aligned in alphabetical order; nobody spoke out of turn, every word was simultaneously translated in the three official languages of the time and we wore suit and tie. more
Most international Medias picked the story wrong. And I see it being repeated. It is true that there is some legislative initiative regarding the regulation of VoIP calls and mainly the telecommunication sector in Ethiopia. But the initiative is just a draft, noting more. Besides there is no such a thing as 15 years punishment in the draft law for using Skype. ICANN's 44th public meeting is about to start in a few days with a number of topics on the agenda. Some of them are new, while some of them are ongoing. First off, ICANN will be announcing the new CEO this Friday afternoon in Prague. Whoever it is will be coming to the organisation at a time when it faces a number of significant challenges. While the actual official meeting does not start until Monday morning there will be plenty of meetings on over the weekend as well... So what's on the "menu" for Prague? more
Understandably, just now new gTLDs are uppermost in the minds of people in the domain name business. For the general Internet user, some other issues retain their crucial importance: upholding the global public interest, enhancing governance within ICANN and beyond, making the Multi-Stakeholder Model (MSM) truly efficient, sustainable, and equitable. "Making ICANN Relevant, Responsive and Respected" ("R3") sets out to identify the main challenges facing the Internet community, especially in ICANN, and offers recommendations in each of the areas explored. more
In recent months the Internet has been buzzing about the prospect of a United Nations "takeover" of the Internet, including responsibility for governance of the domain name system. The concern hit a fever pitch late last month when the U.S. Congress held hearings on the issue. A steady stream of technology companies and consumer groups expressed fears with potential U.N. and foreign government involvement and members of Congress pledged to take a strong stand against the takeover. more
As spearhead of the Yes2DotAfrica Campaign, I recently wrote a letter on behalf of DCA, to the Chairman of the United States Senate Committee on Commerce, Science & Transportation, Senator Jay Rockefeller which was also copied to other U.S. leaders and officials to express support for the present status quo on Global Internet Goverenance and a Reaffirmation of the Mult-stakeholder model. On my flight back from Washington, DC last night, I prepared much of what follows, minus references. Today, while looking for references, I uncovered a very recent (6 June 2012) posting to the ITU blog that seemed entirely appropriate to mention here. It is fascinating reading, and I especially like one snippet "we are not about to take over the Internet - that suggestion is frankly ridiculous". I quite agree and hope that the ITU is genuinely interested in working with others to ensure that nothing of the sort happens. Now on to what I had prepared. more
More than 50 major environmental groups have called on ICANN to protect the .ECO domain, representing a ground swell of public interest and support. Their letters are included with Big Room's community-priority .ECO application to ICANN... "This is one of the highest-level global mobilizations of the environmental community in history. Over 190 countries, more than 1,000 entities and over 10 million individual members are represented." more
Internet freedom is under threat from governments around the world, including the United States, warned Vint Cerf on Monday. Andrew Feinberg reporting in the Hill: "Cerf, a computer scientist who was instrumental in the Internet's creation, now employed by Google as its 'Internet evangelist,' said officials in the United States, United Kingdom and Europe are using intellectual property and cybersecurity issues 'as an excuse for constraining what we can and can't do on the 'net.' 'Political structures ... are often scared by the possibility that the general public might figure out that they don't want them in power,' he said." more
Shalini Singh reporting in the Hindu: "The raging controversy over possible excessive state regulation of the internet based on the IT Rules 2011 is now likely to be dwarfed by discussions in Geneva later this week over India's proposal to the United Nations General Assembly, for government control of the Internet... In its proposal submitted to the General Assembly in New York on October 26, 2011, India has argued for a radical shift from the present model of multi-stakeholder led decision-making, to a purely government-run multilateral body..." more
Declan McCullagh reporting in CNET: "The FBI is asking Internet companies not to oppose a controversial proposal that would require the firms, including Microsoft, Facebook, Yahoo, and Google, to build in backdoors for government surveillance. In meetings with industry representatives, the White House, and U.S. senators, senior FBI officials argue the dramatic shift in communication from the telephone system to the Internet has made it far more difficult for agents to wiretap Americans suspected of illegal activities..." more
Microsoft took down a Zeus botnet recently. Within days it was publicly accosted by Fox-IT's director Ronald Prins for obstructing ongoing investigations and having used Fox-IT's data. This was followed by the accusation that Microsoft obstructs criminal proceedings... On top of all this EU Commissioner Cecilia Malmström announced that cooperation between law enforcement and industry will be forged in the European Cyber Crime Centre as of 2013. Coincidences do not exist. Why? more
The 'economies of scope' is an appealing concept implying that if we share knowledge in an open way we can create new, healthy economies that do not just depend on 'scale'. As we have seen, over the last decade in particular, some of the companies that are trying to achieve exponential growth can endanger the economy and society in general - the global financial crisis surrounding the large financial institutions, the scandals around News Corp, the political lobbying (bullying) by the super rich and the destruction of the environment by some developers. more
Some unsettling plans declared themselves at the International Telecommunication Union (ITU) this week as countries prepared for the up-coming treaty-making jamboree called the World Conference on International Telecommunications (WCIT). This community will now have to decide what it does about them. ... It was significant to the CircleID community that the ITU's top dog -- the Secretary General - appeared in person before the assembled countries with a reassurance: the broad and unusual WCIT treaty negotiation, though it may treat many issues, would not take up Internet governance. more
The United Nations has announced that the membership of the Multistakeholder Advisory Group of the Internet Governance Forum has been renewed. A total of 56 members, 33 among them new, have been appointed. The Advisory Group members are from all stakeholder groups and all regions, representing Governments, the private sector, civil society, academia and technical communities. more
