On Friday, 14 March 2014, the U.S. Department of Commerce National Telecommunications and Information Administration (NTIA) announced its intention to transition the IANA functions to the global multistakeholder community. As expected, the announcement has sent adrenaline coursing through the veins of Internet governance experts and government policy people the world over. I'd argue, however, that it is an important point for the Internet's technical experts to sit up and take notice, as well: the fact that you are probably saying "what problem does this solve?" is a testimony to how much works well today, and we want to make sure it continues to work well in any future arrangements. more
It is no secret that both the US government, ICANN, and the global Internet community have argued and worked tirelessly for the past 15 odd years on the vexing issue of globalizing the US government's role in the IANA function. Despite the desire, long-held by many, for the US to relinquish its control of the IANA function, it is clear that getting to full multistakeholder control of the function is not going to be easy. more
It's clear that the US government is intent on dropping its legacy contractual role for the IANA functions. Whatever your views on the wisdom or timing of that decision, the challenge now is to ensure that the transition leaves ICANN in the best possible position to succeed. Arriving yesterday to the island nation of Singapore felt strangely appropriate. Traditionally, the Internet Corporation for Assigned Names and Numbers (ICANN) coordinates the Internet Assigned Numbers Authority (IANA) functions, which are key technical services critical to the continued operations of the Domain Name System (DNS)... ICANN has also evolved in its structures to use the 'Multistakeholder Model' in the dissemination of some of its functions and this has seen the creation of working groups and constituencies. more

The National Telecommunications & Information Administration (NTIA), a division of the Department of Commerce, publicly stated that it will not be renewing its contract with the Internet Assigned Numbers Authority (IANA) past its September 2015 expiry date. In early November 2013, prior to ICANN's Buenos Aires meeting, I published an article at this forum, Policy Advisory Boards – A Cornerstone PICS (Public Interest Commitment Specification), that extoled the advantages of adopting a Policy Advisory Board (PAB) model as a practical, effective, and least burdensome means of effectively implementing the request of ICANN's Governmental Advisory Committee (GAC) for consumer and competitive safeguards at sensitive new gTLD "strings" - especially those that are related to regulated industries and professions. A proposal involving removal of root zone management functions from ICANN and creating an independent and neutral private sector consortium is to be presented at the Singapore ICANN meeting March 21, and then formally submitted to the "NETMundial" Global Multistakeholder Meeting on the Future of Internet Governance in SaoPaulo, Brazil. more

Imagine if the US Bureau of Labor Statistics delayed one of its reports for say, two months. No explanation. Just didn't release the employment numbers when it said it would. What if the Federal Reserve decided to say it was going to raise interest rates, but then just didn't? The global economy would be thrown into chaos. These organizations know that when you run critical infrastructure your word is part of that infrastructure. more

Today is a wonderful day for us working with Internet Governance that do believe in an Open Internet and multi stakeholder model for its governance. FTTH Council is having its annual meeting in Stockholm, Sweden, and the IT Minister, Anna-Karin Hatt, made an opening speech that was among the strongest I have heard from any country. Yes, any country. And I do not even know if any organization have said such strong things. more
In January 1995, the RFC Editor published RFC 1752: "The Recommendation for the IP Next Generation Protocol"... The Internet is a security officer's nightmare -- so much openness, so easy to capture packet traffic (and/or spoof it!) and send all manner of unwanted traffic. It was built as a research network, hosted by institutes that were 1/ professionally responsible and 2/ interested in working together collegially. So, in the 19 years since the publication of that statement, have we really failed to address the stated goal? more

Turkey's Parliament has passed a bill that includes controversial arrangements concerning the protection of online privacy despite concerns raised by the European Union as well as Turkish NGOs and opposition parties, according to a report today by Turkey's Daily News. more
