On February 4, 2004, United States Congress held a hearing on a new proposed bill called the Fraudulent Online Identity Sanctions Act (FOISA). This bill will increase prison sentences by up to seven years in criminal cases if a domain owner provides "material and misleading false contact information to a domain name registrar, domain name registry, or other domain name registration authority." "The Center for Regulatory Effectiveness (CRE) has determined that ICANN is subject to the Data Quality Act. Specifically, because ICANN carries out the technical management of the internet, including the IANA function and the implementation of new top level domains, under agreement with the U.S. Department of Commerce, ICANN's information disseminations are "sponsored" by the Department and thus subject to the Act." more
CRE notified Dr. Twomey, President and Chief Executive Officer of ICANN, of the applicability of the Data Quality Act to ICANN in a detailed letter of October 29th. CRE asked ICANN for a meeting to discuss the issue of the applicability of the Data Quality Act to ICANN since CRE received no communication in response to the letter. In mid-December ICANN agreed to a January 23rd meeting with CRE. Notwithstanding CRE's trip to ICANN's headquarters in California for the scheduled meeting, the organization refused at the last moment to meet with CRE. CRE now knows how Dr. Twomey felt when he was expelled from an ICANN-related planning meeting in Geneva. more
The At Large Advisory Committee (ALAC) has released this statement about the results of the World Summit on Information Society (WSIS). It is circulated for public comment, in view of subsequent statements to be released in the next months. At the World Summit on the Information Society held on December 10 to 12 in Geneva, the member states of the United Nations adopted the Declaration of Principles and the Plan of Action that include specific language on the issue of "Internet Governance". ICANN's At Large Advisory Committee welcomes the fact that these statements clearly recognize the role of civil society as a full participant in the international management of the Internet, and bring attention to the need for a deep involvement of individual users into its governance. more
In an article by MSNBC called "Fort N.O.C.'s" [Network Operating Center] Brock N. Meeks reports: "The unassuming building that houses the "A" root sits in a cluster of three others; the architecture looks as if it were lifted directly from a free clip art library. No signs or markers give a hint that the Internet's most precious computer is inside humming happily away in a hermetically sealed room. This building complex could be any of a 100,000 mini office parks littering middle class America." ...It is hardly the "most precious computer"!!! more
The World Summit on the Information Society will hold its first workshop on internet governance in late February, it has emerged. ...The WSIS, backed by the UN and its International Telecommunications Union, said this week that it will hold the workshop February 26 and 27 at the ITU headquarters in Geneva, Switzerland. more

The National Academy of Sciences (NAS) has been studying the issue of Internet navigation and the DNS. The study was undertaken at the request of Congress to "provide analysis and advice for consideration by agencies of the U.S. Government, interested international institutions, and other stakeholders." In addition to examining technological issues, the study is also considering "relevant legal, economic, political, and social issues...because technologies related to the DNS and Internet navigation do not operate in isolation, but must be deployed within a complex and challenging national and international context." more
