Chinese sources report that the country's IP address (IPv4) resources can only sustain 830 days at current distribution rates if no measures are adopted. Li Kai, the director of IP team at China Internet Network Information Center (CNNIC) said most of China is still using IPv4 (as opposed to the newer virtually unlimited IPv6) and the resource is 80% used up.
China has been aggressively moving towards the adoption of IPv6 and is urging network operators around the world to implement the new addressing scheme as soon as possible.

That is strange, as China is just a part of the world and as such ISPs there can just, like every other organisation, request IP addresses from their RIR's, in their case APNIC, and APNIC gets it from the same pool as the other RIR's, which is IANA and that is divided on a first-come-first-serve and 'when demonstrated to require it' basis.
As such, if that prediction was of any value, the whole world would run out of address space, not only China. Also note that "address space running out at IANA" is different from "address space running out at RIR or ISP or end-user"

We can see that the Chinese authority has been working very hard to get new allocated IP address range in year 2008. China is now in the top 3 spot moving ahead of Japan.
