DotConnectAfrica Contributes at the 9th IGF in Istanbul, Turkey

The Ninth Annual IGF Meeting was held in Istanbul, Turkey on 2-5 September 2014. The venue of the meeting was Lütfi Kirdar International Convention and Exhibition Center (ICEC). The overarching theme for the meeting was: "Connecting Continents for Enhanced Multistakeholder Internet Governance".

The event also majored on the following subthemes: Policies Enabling Access; Content Creation; Dissemination and Use; Internet as an Engine for Growth & Development; IGF & The Future of the Internet Ecosystem; Enhancing Digital Trust; Internet and Human Rights; Critical Internet Resources and Emerging issues.

Under-Secretary-General Wu Hongbo, in his official welcoming statement said he "expected the IGF to continue to be as open and inclusive as possible". In his speech, Ed Vaizey United Kingdom Minister For Culture, Communications And Creative Industries noted that, "[t]he Internet is about connecting people all over the world, about connecting different cultures and about a greater understanding of humanity." The event was held as Turkey government faces claims of internet censorship. The IGF also happened after the first meeting of the NETmundial Initiative launched by the World Economic Forum in partnership with ICANN and key governmental, industry, academic and civil society stakeholders on 28 August 2014 in Geneva.

Questions regarding the ICANN transition and accountability attracted major attention at the event with speakers asking where the direction of ICANN's efforts increase accountability were headed especially since ICANN took its own initiative to direct a process to audit itself.

DotConnectAfrica's representatives had an opportunity to ask the ICANN GAC Panel about their GAC members understanding on the ICANN and Internet Governance policies and process when they come to ICANN meetings and how do they determine the delegates understanding of these when they make decisions. These questions were posed in light of the criticisms that have often been founded by GAC's advice.

In her response the GAC Chair Heather Dryden answered: "So it is pretty straightforward in that, a GAC member will appoint a representative and then that representative speaks on behalf of that country and that's not questioned. And that is how we operate." View Video here.
