To the best of my knowledge, the idea for mapping the IPv4 address space onto a Hilbert curve can be attributed to Randall Munroe of xkcd. He cites the benefit that "[it] preserves grouping—any consecutive string of IPs will translate to a single compact, contiguous region on the map."
