"City.com" doesn't make any sense as the address of the official site of the city government, anyway, since it's not a commercial entity.

Gee and what is the difference between www.tax.city.tld and www.tax.city? The only difference I see is that www.tax.city can be the tax site for that city in the US or for that same city in Germany, The Netherlands, Switzerland, China etc.

See also the other threads on circleid about .berlin, which really will be the most bogus tld ever to exist as there are something like 50 Berlins around the world. and really most US people don't even know where Berlin.de is, but as I noted, from the tld I included, you at least know it is the German one and not the one around the corner. www.tax.berlin, the one in Germany or the one in the US or there or here? www.tax.berlin.de. I can tell you which one that is though.

If a www.porn.city.tld is not allowed by the organiser, why would www.porn.city be suddenly allowed?

If you want to make it easy to let people find information provide a good web site with clear content, indexes and no silly flash stuff which can't be indexed by search engines. google(tax city) should do the trick pretty well and for most countries that works perfectly fine.

The only reason I can read in the above overly long text is that there are people who are not happy with how city.tld is managed and thus they want to bypass those people by creating a new tld specifically for the city, but not actually for that city.

The only reason for that is earning money, not for the reasons you actually give: for letting people find the information they need.

Don't overload DNS with noise just because you want a fat bank account. Go invent some really useful thing that actually is useful for people, might I suggest that you make a business directory that actually works?

www.businesses.city.tld might be a good start or simply:
www.city.tld/businesses/ depending on how one creates their hierarchy (look that word up in a dictionary, you will like it ;)
